There was no lead-up nor hidden reveal of Palpatine’s return, nor any reason to assume it was planned.

This entire trilogy has been a hodgepodge of nostalgia baiting with weak character building. It’s hard to care about a Star Wars that doesn’t have the heart it once had and with how they tossed away Luke… act as if he was never needed.
